New Jersey State Troopers arrested a Union County woman after she blocked traffic on the Garden State Parkway with her vehicle and proceeded to flash motorists. Troopers say Arika Felder, 23, of Plainfield stopped her car near exit 109, mile marker 109.5 and parked the car horizontally across three northbound lanes, stepped out of her car and began exposing herself to other drivers.
